There was an Apple II version of Empire some years ago (I have it),
but it's not very good.

However, I'm currently writing a IIGS version of Empire.  It
(hopefully) will support one or two computer players, one or two human
players, and you can choose how each of the human players is accessing
the game (network or console).  It runs on the super-hires screen
(using the desktop environment, no less) and uses some decently fast
graphics routines (not written by me).
