Another keyboard question

Thanks for all the information that was given to me on ADB keyboards a 
while ago.  Now I have another one.  Can I plug an ADB keyboard into the 
ADB cable while the power is on?  I know this is a no-no for disk 
drives.  My reason for wanting to do this is that I use the Dvorak 
keyboard layout rather than the Shoales (or QWERTY), and it would be nice 
to have a keyboard where the keycaps match what the keys actually do.  
If I can plug in a keyboard with the power on (without damage) then I can 
hook up "my" keyboard when I am using the computer, and the standard one 
when I am done.  

On a related note, is there some easy way to switch between Dvorak and 
Shoales on a GS without getting into the control panel?  Might there be a 
NDA or something that would do the switch easily?  We are currently using 
IIc's in the office, which makes it really easy to change.  All you do is 
hit a switch on the case.  I'm thinking that learning the whole control 
panel procedure might be a bit frustrating for my staff.
