Nobody, actually, since there is no such thing as a "Photo CD camera."
:-) You shoot your pictures with any old 35mm camera and have the
film's contents scanned and saved to Photo CD.  You can even bring in
negatives that you shot years ago and have them scanned onto Photo CD.

(Why Photo CD?  TVs are crummy display devices...but a computer can
work wonders with a 3072x2048 image saved with no compression.  Also,
the color dyes in film will fade over the decades...but a Photo CD
ought to last longer and can, if necessary, be copied with no image
degradation.  Try that with film. :-) )
