If it's an Apple II, it boots using the slot 6 ROM, not the CP/M card ROM.  If
it's an Apple II, it boots track 0, sector 0 for every 'floppy' (5.25 variety)
If it finds a CP/M disk (i.e. if the info on S0/T0 sends it looking for a CP/M
card, then that card's ROM may take over and finish the boot sequence by 
looking for whatever track/sector it wants.
