-Genesys: Doesn't know about the Sys 6 stuff, thinks it knows which flags you
 want to set for some stuff. Otherwise pretty good, nice WYSIWYG editors.
 In conjunction with Rez for post-editing very useful. No longer supported.
-Foundation: More powerful and flexible concept than Genesys, but lacks
 graphical editors, although the script editors are quite good already.
 No longer supported by Lunar, as far as I know, noone has been found to
 take over _yet_.
-Design Master: Allows you to create an interface and write it to a resource
 file, but not to change existing resources. Severely limited, not a
 "resource editor" according to the author but a "quick prototyping tool".
 Hasn't been updated for a while, but The ByteWorks is still around and
 selling it.

I'd say go with Genesys or a Genesys/Foundation combo.
