If you mean to _play_ animations, then the answer is yes.  There is at
least one freeware animation player called ANISHOW (4k).

PaintWorks Plus was the program which first supplied the animation
format, and PaintWorks Gold supports it.  I'm pretty sure that
Platinum Paint can also create animations.  I'm not aware of any
freeware or shareware programs to create animations.

There is a filetype note describing the format of the animation
files (FTN.C2.XXXX), which is available on ftp.apple.com.

The format is pretty simple - the initial picture is stored in full,
and subsequent pictures are stored as a series of changes required
from the previous picture.
