Disk II drives spin, but...

As the subject line says, the Disk II drives on my aging //e spin on
startup, but nothing gets loaded, and the startup drive will continue
to spin.  I swapped disk 2 for disk 1 on the controller card, but got 
the same result (I think disk 2 was already doing it quite a while age, and
I switched them then, but I can't be sure since I haven't had use of my
system for a while.)  

The upshot is that I can't load anything - can't boot anything - can't do 
much of anything.  Any suggestions on what could be wrong and what I can
do to fix it?  Any repair books you can suggest?

I would really like to get this fixed so I can start using it again since 
I can't afford a new computer (starving student).
