Not necessarily. Many drives require TERMPWR to be at +5v before they will
spin up and some (DEC RZ series) even wait for a spin up command from the
host [this is more usual for removable media drives].

4 = 5.25" full height. An ST-4376N is a 323MB (formatted) Wren-4. It requires
1.4 (4.5 startup) amps at 12v and 1.1 amps at 5v.
