In System 5, the init CDev.init was responsible for sending control panels the
BootCDEV message, and the order was therefore changeable by sorting the
System.Setup folder. I wouldn't be surprised if the init worked in System 6,
but 1> You shouldn't mix system software like that and 2> Bad things could
happen since the BootCDEV message would be sent twice.

Delete them.
