I know a Mac Plus mouse will work on a //c, I use it all the time.  I've
even used it with PCS myself...

There aren't any system-wide mouse drivers for 8-bits, not like PC's. 
It's up to the application to support a mouse or not.

I don't understand why your mouse doesn't work, unless it has something to
do with what revision your //c is.  I seem to remember that certain
versions of the //c map the mouse port to slot 7 rather than 4...
