Do Modems burn out?

My son was logged on to a MUD last week during a storm. He had no
problems and then after the storm (in our area), he logged on again and
the modem stopped on him. Now when we try to dial anywhere (Internet or
AOL), we get a message that the modem isn't responding or from AOL that we
changed the slot and didn't change the control panel which isn't accurate.
Is this typical behavior for a dead modem? I plugged in a phone to
both ports on the back (DataLink 2400) and got a dial tone there. I moved
the card from slot 2 to slot 1 and got the same results.

Any suggestions?
