Isn't that why GEM uses *.RSC files?  All of the operator interface
is kept separately from the program so that all you need to do is
edit the *.RSC file and ship the edited file with the *same* program.
That reduces the issue to "where can I find someone who can trans-
late all these messages?"

Or am I _missing_ something, here?
