For those interested in trying to keep an ImageWriter II alive by themselves/
as cheaply as possible there's a book (The Dead Mac Scroll: the Macintosh Bible
guide to saving thousand in Mac repairs; Larry Pina; ISBN 0-940235-25-0) that
has an excellent chapter on diagnosing and fixing IW II problems.

They do not mention the specific EC-A063 chip but they do show that most 
components have the C. Itoh equivalent available.  I suppose you might find
C.Itoh more amenable to selling repair parts than Apple.
