If you have a PC Transporter on a ROM 03, then all three lights are
used while you're running as a PC. I haven't tried it on my ROM 01
for a long time, so I can't recall if the lights were used.
You can set the state of lights by sending ADB commands to the
keyboard. I wrote an INIT a long time ago which made the Caps Lock
light work on a ROM 01, but I wasn't too happy with it, so I never
distributed it.
