Excellent. That is a tantalum cap, with an electrolytic ID sleeve over
the top of it. Thats got Shenzhen all over it.
I expect its 1uF/35V, considering its size and the markings on the
side. With a scalpel, cut the plastic sleve off and see what is
printed directly on the blue epoxy. A multimeter with capacitance will
tell you if you need 100% certainty. Id say the device is fine, they
are quite robust. If they do go, they normally have visible signs of
destruction.
