Where is IconEd 1.3???

I saw the icon for IconEd 1.3 in a collection of icons I just
downloaded.  Could someone tell me if an ftp site has it?  If
you have it and are feeling generous could you please email it
to me?  :)  I have version 1.2 but it's too buggy to use.  :(
