The screen buffer RAM always running at 1MHz is probably the bottleneck.
Graphics programs (which don't use QD) must synchronize their output to the
screen with the VBL interrupt to get flicker-free animation. I don't know
whether OOTW checks, how much screen memory it can shuffle around between
two VBLs. (e.g. Test Drive II has the same animation speed at 2.8 and 7MHz,
but the joystick is more responsive at 7MHz...)
