Resources are quite handy.
 
Your suggestion of not supporting them on writable GS/OS volumes would cause
problems. Programs presently assume that any disk they can write to, they can
write resources to and aren't prepared to deal with "write protect" errors more
specific than that a disk is completely write protected. Apple has a correct
tendency to keep things as documented, esp. in light of all the unmaintained
software.
