Question about Drive controllers

Hello All,
  I was wondering if some intelligent individual can answer a couple of
questions.

1. What is the difference between an Apple 5.25 Dual Drive controller and the
Apple 3.5 drive controller ?

2. Can one be used for the other in a IIe ?
