Bill Budge & pinball

I was recently reading through rec.pinball (or something like that) and
came across a message where someone said that Bill Budge's Raster Blaster
and possibly Pinball Construction Set were released into the public domain.
I sort of doubted this but looked around for them anyway and haven't been
able to find them. So. Question 1: were they?
Question 2: What ever became of Mr. Budge?
Question 3 (the biggie): I've been trying to figure out how I would get
a pinball type game to work. The problem I'm having is how, with a screen
with perhaps 40 walls to bounce off of, to determine if the ball has hit a
wall, and if so, how to determine which wall has been hit (in order to have
it bounce the right way). I'd ask this on alt.games.programmer, but most
of the discussion there seems to be more along the lines of
alt.vga.how.do.i.draw.on.the.screen....
answers to any or all of these questions would help me sleep soundly.
