An old copy of Incider/A+ magazine addressed this problem (with the GS, and
I suppose it could work for the IIe/c etc..). It was in the July 1989 issue.
What the author, Bruce Jordan, recommended was to build a small device called
a 'Notch Filter' which helps remove overlap in the chroma and luminescence
signals, which produce smearing and random colors in an NTSC television or
videotape. After building the device, you attach it to the video-out port
on the computer and your VCR.
