Yes, go for an ORCA language, since Byte Works keeps up with new
releases of Apple II GS system software. Which ORCA language you
choose (C or Pascal) depends upon how comfortable you are with each
and how much existing code you would have to port.

When I switched from TML/Complete Pascal I choose C because I use C
at work, and also because I had purchased GNO and there are so many
Unix-like C header files available with it.

When you buy ORCA/C, you get the ORCA shell, a desktop interface to
the shell (known as Prizm), the ORCA/M assembler, the REZ compiler,
the linker, and other support programs. I don't use Prizm, since I'm
happy with the shell interface (and even happier with GNO's shell).

As discussed elsewhere in comp.sys.apple2, ORCA/C was recently updated
to version 2.0 and a number of people have reported problems...either
in having it delivered or in using it. I got it about a month ago and
have been very happy with it. ORCA/Pascal is supposed to be updated
soon, too, so if you purchase it now you may have a $50 or so ugrade
fee to pay in a few months.

Byte Works offers a discount to owners of other compilers who purchase
an ORCA compiler; check with them to see whether you qualify.

All I know about the Learn to Program package is what I've heard on
GEnie, and people there seem to think it's a good package. I believe
it's available for either C or Pascal.

I don't use DesignMaster...all my resources are done with Rez.
