I dug out the TML Pascal II compilers (dated Sept 11, 1989, and
[v.1.1] Oct 5, 1989) and was able to compile the skeleton program with
both. However, just as in Complete Pascal, "Compile to memory" does
not work. You must compile to disk and then execute the program from
disk.
Also...be sure you use the "Add resources" menu item to include the
resources from skeleton.r in the example folder. I accidently included
the resources from skeleton.p and had the same error (1E06) you
reported, since the program could not find its start/stop resource.

Your best bet would be to find someone who wants to sell their
second-hand copy. I spent months trying to get the latest version of
Complete Pascal from Vince Cooper with nothing to show for my efforts.
Numerous others on the net have had similar experiences.
The Byte Works has a IIGS Pascal compiler (I don't own it), and offers
a discount to people who are "trading up" from another company's
compiler. I understand the Byte Works' system unit files are organized
somewhat differently than TML's, so a certain amount of code
conversion would be required to change compilers.
