For the UNIX end, there's the "bsc" program.  You can get the latest
version from wuarchive.wustl.edu, directory /usenet/comp.sources.apple2,
file 14-repost.Z.

For the Apple (8-bit) end, there's the original BINSCII program, available
at finer FTP sites everywhere (cco.caltech.edu, for example).
