To expand on my answer: if you don't need advanced Xilinx tools like ChipScope that cost a lot of money then this cable should work. In theory the real Xilinx cable allows loading the flash chip but this (almost) always fails on the S3250E for some reason. AFAIK Digilent only has Windows software. As a side remark I saw a few different clones of the Xilinx USB cable on e-bay with an average price of $110. So the secret is not-so-secret now and probably the clone prices will be dropping soon.The equivalent clone cable for Altera part now goes for $20 on e-bay but the protocol was not only reverse-engineered but also published.
