TeX program wanted

I'm looking for a program called 'TeX'.  It might be freeware, or
shareware, I'm not sure.

It's supposed to be a utility program for text files.  Allows splicing,
CR/LF translation, etc...

If someone could point me towards an ftp site that has a copy, I'd
appreciate it.  I've looked through most of 'cco.caltech.edu' without any
luck.

Please respond via e-mail since the news feed here has been very erratic
lately.
