User IDs (the type field)

In chapter 12 of the Toolbox Reference (volume 1), the following is said
about user IDs:

	User IDs are made up of three fields--type, auxID, and mainID--contained
	in a word parameter�The value of the mainID field is assigned by the User
	ID Manager and will always be a nonzero value.  You must provide the value
	for the type field, which has fixed assignments as shown in figure 12-7.
	
What does the statement "you must provide the value for the type field"
mean?  Does this apply to all user IDs, including those returned from MMStartUp,
or does it refer to the idTag parameter to the GetNewID procedure in the
