Not in general. Unix kernels usually shut down certain interrupts
rather than be forced to code with semaphores or other mutex operations.
Having had several long glances at the BSD 4.3 source, for example,
makes me wonder if they indeed have ever heard of semaphores :)
(But I jest; in some places you can't afford a context switch).
