Wasn't that called "MUFFIN"?
I don't know whether the name is correct, but I do remember utilities
that let you read 13 sector disks under 3.3 and 16 sector under 3.2.
Since my brother's cat peed over the keyboard, my ITT2020 (European
Apple ][+ clone) is out of order, so I can't help you anymore than this.
