I don't know if it's filter capacitors or not, but def seems like a
capacitor problem. Possibly a grid voltage is lowering (becoming
less negative, towards zero), resulting in increased screen
brightness.
You have to monitor some signals to see what's changing over time...
CRT pins and also the RGB drive levels.
