I use an Apple IIGS to SCART cable and a Samsung SyncMaster 940MW
(LCD monitor/TV).

This is probably the least expensive way to go IF you have a monitor
that has a SCART connector.  The screen output is useable but
suffers from some vertical "ghosting", most noticeable with
contrasting colors.  This also causes the mouse arrow to leave a
trail when moved quickly.  This monitor is the same one I use with
my PC and I can run both the PC and the Apple IIGS at the same time
switching back and forth between the two screens or even display
them both side by side using "Picture in Picture".

There have also been reports here that there are some hardware
converter devices (Apple IIGS to VGA) that work but I'll leave that
to others to answer since I don't know much about them.

There is also the rare and probably expensive Second Sight graphics
card that outputs VGA.

Tried the iigs to scart with my lcd tv and was no dice. I have a Proscan 1080i / 720P tv. so YMMV.
