Yes and no. The same bit stream won't work on both, but it only
take a minute to generate a second version for a bigger part.

Actually the main advantage of the bigger FPGA is for your own
development work. The extra logic and BRAM is very handy for a built-
in
logic analyzer that doesn't get into production chips. For most other
Apple related applications the "small" part is in fact quite big. My
default
VGA and MMC/SD interface hardly take 20% of the resources. A full
Apple
including the soft CPU only needs about half.

BTW the default configuration is not only open source but is built
with free
tools - Xilinx "Webpack" so you can always rebuild your own
configuration.

So why don't you just stick the card into a box and attach a monitor
and keyboard?  Sounds like there's no need for a real Apple II. You
can add new peripherals to itself without the legacy 1 mhz bus just by
adding a little bit more code.  It would be easier to implement too.
Call it the Apple II Y.

You could add one 50 pin slot on the card itself, and then you could
plug your Apple II Y into another Apple II Y and then plug in another
Apple II Y, and then plug another Apple II Y into that one.  Why
wouldn't you just want your own Apple II Y instead of a silly card
thats already an Apple II that plugs into a regular Apple II? why,
Why, WHy, WHY! Y!
