Check out my firmware board (with 2 banks per card) for ideas on how
to use hardware and software switches.  If you have the slots
available, you can add multiple cards for more banks (enabled bank in
lowest numbered slot has priority) .  I personally would go for higher
density parts which will cost you far less in the end for the same
functionality.
