YOu can't get much simpler than the original Macintosh mouse.  The
mechanical wheels, the optocouplers, the 339 comparators to sharpen
up the signals, and the pushbuttons.

This is exactly what I want to do. I have lots of Mac 9-pin mice. I've
looked inside and agree that it's amazingly simple. These mice do not
work with the IIc. Since I don't have access to a IIc mouse, I don't
know what the differences are. Whatever the critical parameter might
be, the Mac is apparently much less finicky, because according to
everything I've read, /all/ 9-pin mice will work with the Mac, but not
all of them will work with the IIc.

I've figured it out, sort of.

I did a search for the pinout of the Apple IIC mouse connector,
and the first one I checked is here:

Right away, I see what someone did point out.  It's not what's in
the mouse that matters, it's how to connect it to the IIC.

Pin 1 of the connector is labelled "mouseid" and if that page is
correct, it needs to be active to tell the controller that a mouse
is connected to it.

It seems sort of vague, since right underneath the page shows
the useage for a game controller, and that pin 1 is used as a
paddle input.  Since that's a variable, I'm not sure how it
is used to tell the controller a mouse is connected.

That's clearly where the matter lies, though.  If some Mac mouses
don't work, then surely it's because that pin isn't properly set
to tell the IIC controller that a mouse is connected.

I'd have to dig a bit to find Mac Plus era material to see
if the pinout of the mouse connector otherwise actually matches the IIC
connector.
