Hmmm.  Maybe your list of usual suspects needs to be updated?  1000BiT

I leafed through the manual and found a reference to the card
"priority," which is the jumper block numbered from 9 through 16; 9 is
the highest priority.  They never admit to a mapping between priority
and ID number, exactly; but it seems like this:
ID/Jumper
7/9
6/10
5/11
4/12
3/13
2/14
1/15
0/16
