Not to actually capture the waveform, but fast enough to read the code once you've synchronized with it, though the DPLL to do that is a little tricky. It's probably best to use an IR receiver module, since that demodulates the carrier and just leaves the data stream. As for *generating* the carrier with modulation, that's well within the reach of a 1MHz Apple II.
