Adding write/format capabilities means three things:
- let disk image programs generate 13-sec disks, that's fine. But I
think none handle 13-sec .NIB or .DSK images
- add write capability to a FST. Pretty difficult.
- add format capability to a FST. Quite easy.

write capability is already included. Format will be added to FST.

I will add format capabilities to the DOS 3.3 FST as well.
