The IIe card should read 13-sector disks just fine, it just won't boot 
from them.

Do a search for ADT13. That's a hack of DOS ADT that I created a good 
while ago to transfer 13-sector disks. Be advised: It does only 19200 
baud, and some (or many) read errors are normal on 13-sector disks since 
DOS 3.2 doesn't create readable sectors during formatting, they are 
write-only until they have actually been written to for the first time.
