If this connector is named "J19" then it is used for switching
the two character sets in the VIDEO ROM - provided you have
a 4KB ROM. This is true for European Apple IIe's (either PAL
or "International NTSC", where they are located on different
positions).
I have two older, unenhanced US mainboards which provide holes
and a J19-marking at the place you describe and I've seen photos
of an enhanced ("Platinum") mainboard with a connector soldered
in at this position. Maybe for expansion reasons.
If the function is identical to J19 on European mainboards then
you follow a wrong 'lead' here, IMHO.
