Simple, there were still individuals and schools "making do" with Apple II Plus
machines who wanted to run ProDOS, but didn't want to or were afraid to buy an
aftermarket card. In the case of school districts, some of them had service
contracts so Apple supplied the card. This card replaced their old 16K strap
card, with a cheaper, lower part count strapless design in their product
catalog.
Rare? Until recently I hadn't seen very many of these... then a month ago, I
ran across a local collector who has probably 2 or 3 dozen of them.

<shrug> your mileage and rarity may vary.
