I replied last night, but it seems to have gone AWOL... Anyway, the
problem sounds like one of the capacitors in your power supply has
fried itself - more than likely the main bypass capacitor. I have had
to fix two //e power supplies with exactly the same problem. It is
fairly common for this to happen with aging capacitors that have seen
no use for a long period of time.

The good news is that it is a fairly simple procedure to fix for
anyone with a modest amount of soldering skill. You just need to find
the burnt out capacitor (which is easy to do as it will most probably
have burst) and replace it with a new one. As I mentioned before, I've
had to do this for two //e power supplies (one of which has been
driving my daughters IIgs in a //e case for the last couple of years).

Henry of GSE-Reactive should be able to fix it. Or maybe Bill Garber
or Garberstreet Enterprises.

BTW, you should be able to swap the power supply from your ROM 1 into
your ROM 3 if you so wish.

Hope this helps!

Cheers,
Mike
