The disks of Apple Pascal have the volume names APPLE0: through
APPLE3:

APPLE0: Is used as a startup volume for single drive machines. The
idea is that you boot with APPLE0: then replace it with APPLE1: and
press reset. This causes the p-machine to re-initialise. Unfortunately
due to a (IMHO annoying) design change, this will only work on an
Apple II or II+ not later machines.

For a two drive configuration, you should insert APPLE1: in drive 1
and APPLE2: in drive 2. This is probably where you're going wrong.

APPLE3: Contains sample code and some of the system utilities (Disk
formatter, the "librarian" which installs UNITS into SYSTEM.LIBRARY,
etc)
