It's an intelligent state machine that runs some microcode. As the Wozmachine does.
We call this a microcontroller when RAM, ROM and ALU are separate modules. But in some way this was also the case with the original Disk II design...
Anyway, it is an ASIC because it is application-specific. Not generic, like a 8051.
