It is - if you use it in a ][ or ][+.
If you use it in a //e, you can use any slot, including slot 3 (with a
limitaion: The card will not be detected by the software as long as the 80-col
firmware is on, but if it has been detected it can be used with the 80-col
firmware on) 
This works because all neccessary "special" signals are grabbed with a special
adapter from the AUX slot.
