Honing your developer skills and refining routines and algorithms is never a waste of time. IMHO, the real waste would result from you tossing the whole thing aside as a failure.
Since I don't program with CC65 I can't help much however you should remember the user base of Apple II CC65 developers is probably small. It's doubtful there will be many programmers who can take advantage of your library. It is possible, I suppose, if you keep expanding your library that you will attract more developers to Apple2/CC65.
