I have seen that too.  From what I can tell it's a fix for some noise issues 
with the IIgs sound.  Not too sure what range motherboards have it, but I 
would assume early/mid ROM1.

There were something like 4 revisions to the ROM1 board too I think?  I 
never actually pulled and visually compared each revision but I bet at least 
one has this fix incorporated in it.

Comments anyone?
