One thing I observed was that NES games are often much better quality than
C64 games, and that's probably because of the high cost of developing an
NES game (ie. it did not pay to make poor quality games).
Where a game was shared by both systems, the NES version was usually much
better than on the C64. Two such examples are Renegade and New Zealand
story. The C64 versions of these were lousy because the programmers tried
to compress them into a single load.
I recall that there was a guy who was trying to make a C64 version of
Metroid.
But going back to Dragon Warrior, all of the NES DWs should be possible on
the C64, although DW4 would probably require something like 8 disks.
