That's because VERIFY just reads the directory entry of a file, which
is the beginning of almost every command--very little VERIFY-specific
code is required.
VERIFY is also a very useful command within a program, and is seldom
used from the command line.

The usual way is to copy the files to a new disk, but that requires
the ProDOS utilities. As you can see, there's a basic set of disks
(or programs on one disk) that is essential to using ProDOS.
You can copy a SYS program by BLOADing it:
BLOAD /DSK/SUBDIR/BASIC.SYSTEM,A$2000,TSYS
then CREATE the file where you want it:
CREATE /DSK/BASIC.SYSTEM,TSYS
and then BSAVE it at the new location:
BSAVE /DSK/BASIC.SYSTEM,A$2000,TSYS
If space is tight, you can DELETE (UNLOCK first?) the old file
before the BSAVE. (Of course,if power fails before the BSAVE
completes, bad luck!).
After the file is copied, you'll probably want to LOCK it.
