Umm....the Talking Tools Disks and manuals are included on the Opus ][ disk that I recently purchased. It includes assembly, C, and Pascal demo's on how to use the library.
I thought it looked pretty cool, and was thinking of incorporating it into a future project.
BTW, I remember reading somewhere that the Byte Works Talking Tools library was simply the old TML Speech Kit re-badged (I can't guarantee the accuracy of the comment, its just something I remember reading).
