Aside from the other problems you mention, there's the major problem
that there isn't a 200 MHz 65816.
In a Xilinx Spartan-3 family FPGA, you could get 75 MHz fairly easily,
and perhaps 100 MHz with a lot of work. I suspect that in a Virtex-5
FPGA, you might be able to push it to 150 MHz.
But as you point out, there are major problems in interfacing it to
an Apple II in such a manner as to make it useful.
